Biography
Sylvain Guiaugué has been since September 2020 deputy director at the directorate for Continental Europe of the French Ministry for Europe and Foreign Affairs, which covers the Balkans, Russia, Ukraine, Belarus, Moldova, the Caucasus and Central Asia. A career diplomat, he has served as deputy head of mission in Ankara, Warsaw and Baku, and political counsellor in Moscow. During his postings in Paris, he has performed the duties of head of department at the Directorate for Defense Cooperation and Security and deputy head of the Democratic Governance department. Mr. Guiaugué holds two MA degrees in History (University of Pantheon-Sorbonne) and International Management (French Chamber of Commerce) and speaks fluently English and Russian.
